On November 7, 1992, Kinmen government terminated all battlefield affairs and reestablished constitution with local autonomy and started to invest heavily in tourism. A trend of tourism rapidly rose, resulting in rapid growth in related industries and a vibrant local economy. In early 1993, by upholding administration concepts of the head of county, Kinmen Forest Bureau (the Bureau) entrusted Dijing Co. Ltd. Designed objectives of the park include:

  • 2. Establish a multiple purposed forestry operation: the forest park is to provide the ground for recreation and entertainment and exhibit Kinmen’s native forestation plants for study and education in various industries; meanwhile, an educational commentary system is to be offered to improve the public’s understanding on ecology education.
    3. Increase preservation of water resource: to plant trees in a large area and reduce the area of hard pavement; increase the area of vegetation and construct adequate lakes and rivers for water resource accommodation.
    4. Improve the level of public tourism: to integrate featuring local history and culture backgrounds and establish an intact system of touring and recreation, so that the level of public tourism could be improved.
    5. Improve local living quality: to provide a ground for local residents and tourists to experience ecology education, purifying local environment; to activate an overall economy prosperity with growth in tourism, hence improve local living quality.
